Pavement Management Plan
City of San Diego
Villa Civil collaborated with the City of San Diego (City) to develop the inaugural Pavement Management Plan (PMP), a critical strategy for maintaining and improving the City's vast street network serving 1.3 million residents. The PMP outlined a comprehensive strategy for maintaining and enhancing the City's street network. Key sections included a pavement condition assessment, identification of funding needs, a five-year paving plan, identification of anticipated challenges, and an in-house paving assessment. By addressing long-standing infrastructure gaps and coordinating resources effectively, the PMP will foster a safer, more connected transportation network, positively impacting residents' quality of life across the City. As part of this effort, Villa Civil also developed presentation materials to support the City's communication with stakeholders, including the Mayor, City Council, and the Active Transportation and Infrastructure Committee.
