Villa Civil has been providing critical as-needed engineering and project management services for the City of San Diego's Utilities Undergrounding Program (UUP). The program aims to relocate overhead utility lines underground, enhancing public safety, reliability, and urban aesthetics. Villa Civil's scope includes developing compliance processes, tracking tools, and strategic frameworks to improve the efficiency of undergrounding operations and ensure alignment with the City's goals and Municipal Code requirements. Key tasks include creating a Tracking and Visualization Tool for high-level project timelines and delays, conducting Municipal Code compliance research, and preparing enforcement documentation such as Notice of Violation letters. Villa Civil also supports process improvement initiatives, including designing compliance checklists, SOPs, and interactive dashboards to facilitate communication and accountability among stakeholders, including SDG&E and Communication Infrastructure Providers (CIPs). By providing comprehensive technical and managerial support, Villa Civil has strengthened the UUP's ability to meet its milestones and ensure compliance across multiple projects.
